Are social safety nets and input subsidies reaching the poor in Malawi?

My colleague and I have just published a working paper on accuracy of social safety nets and farm input subsidy program targeting in Malawi. We used a nationally representative dataset from National Statistics Office to assess variations in targeting accuracy between 2010/11 and 2016/17. We have found different levels of targeting accuracy for different social safety net programs and FISP. Overall, there seems to be improvements from 2010/11 targeting levels.
